Masdar City has built its reputation around clean energy, technology and sustainable development. For business owners, though, there is another side to it. Masdar City Free Zone is now a sizeable Abu Dhabi business jurisdiction with more than 1,000 approved business activities and company formation options for startups, SMEs and international businesses.
You can establish a new Free Zone Limited Liability Company, open a branch of a UAE company or register a branch of an overseas company. Current packages start from AED 7,000, while larger packages combine licensing with workspace and visa allocations.
The setup can be attractive if you work in technology, renewable energy, consulting, AI, life sciences, mobility or another knowledge-based sector. Here is what you should know before applying.
What Is Masdar City Free Zone?
Masdar City Free Zone is a business jurisdiction in Abu Dhabi developed as part of the wider Masdar City technology and sustainability ecosystem.
The zone supports traditional service and commercial businesses, but its strongest positioning is around industries such as renewable energy, clean technology, information and communication technology, healthcare, AI, mobility, energy and research.
Masdar City currently says its business community includes more than 2,500 companies. Businesses also have access to the free zone's One-Stop Shop for licensing, visas, workspace and related administrative services.

Business Activities and Licence Options
Masdar City uses an activity-based licensing system. Its current catalogue covers more than 1,000 approved activities across a wide range of sectors.
The main business areas include renewable energy, clean technology and ICT, marketing and events, human resources, energy services, healthcare, professional services, property development, regional headquarters, trading, holding companies, data centres, oil and gas services and retail and F&B.
Some regulated or specialist activities can need additional approval. Masdar also charges differently for certain "special activities", so you should confirm the exact activity code before paying for a package.
If you are still working out how UAE licence categories relate to your activity, Nexture's commercial licence guide covers the broader licensing framework.
Masdar City Free Zone Company Structures
There are three main structures.
Free Zone Limited Liability Company
An FZ-LLC is a separate legal entity incorporated within Masdar City. It can have one or more individual or corporate shareholders.
Masdar's updated 2026 Company Registration Regulations state that there is currently no general minimum or maximum share capital requirement unless the Registrar prescribes one. That is important because older Masdar documents and many third-party websites still quote minimum capital figures of AED 50,000 or AED 150,000. Those figures come from previous versions of the rules.
Branch of a Foreign Company
An overseas company can register a Masdar City branch while keeping the parent company as the underlying legal entity.
The 2026 regulations require documents such as the parent company's constitutional documents, a board resolution approving the branch, a power of attorney for the authorised representative and details of directors or managers.
Branch of a UAE Company
An existing UAE company can also establish a branch in the free zone. This can make sense when an established business wants a presence within Masdar City's technology or research ecosystem without incorporating another standalone company.
The current Masdar City Company Registration Regulations 2026 set out the legal requirements.
Masdar City Free Zone Setup Costs
Masdar has refreshed its package structure. Its current licensing page advertises the following prices:
Package | Starting Price | Activities | Main Inclusions |
Startup Package | AED 7,000 | Up to 2 | Licence and registration |
Innovation Package | AED 12,000 | Up to 3 | Licence, registration, 2-visa quota and Flexi Desk |
Business One | AED 17,500 | Up to 3 | Licence, registration, Flexi Desk Lite, one visa, establishment card, eChannel, medical and Emirates ID application |
Enterprise Package | AED 27,000 | Up to 6 | Licence, registration, 3-visa quota and Flexi Desk Plus |
Masdar states that these charges are subject to 5% VAT. A special company name can add AED 1,000, subject to approval. Extra general activities cost AED 2,500 each, while additional special activities are listed at AED 5,000 each.
The advertised package price should therefore be treated as your starting figure rather than an automatic final bill.
Workspace and Visa Costs
Your office choice affects both cost and visa capacity.
Masdar's current commercial leasing information lists Flexi Desk Lite at AED 2,000 with one visa allocation, Flexi Desk at AED 6,000 with two allocations, Flexi Desk Plus at AED 10,000 with three and a Dedicated Desk at AED 20,000 with four. Package-specific arrangements can differ, so confirm which workspace is already included before paying separately.
For visas purchased separately, Masdar currently lists AED 1,600 for the immigration establishment card, AED 2,600 for initial eChannels registration and AED 3,050 for a two-year employment visa package. A refundable AED 2,500 employment visa deposit also applies. Medical testing is listed at AED 350 and Emirates ID charges at AED 450. In-country processing can add further charges.
How to Set Up a Company in Masdar City Free Zone
The process starts by selecting your exact business activities. Next, choose between an FZ-LLC and a branch structure.
You then submit the application through Masdar's e-services system, reserve the proposed company name and provide shareholder, manager and business information. The authority reviews your documents and obtains any required approvals.
Once approved, you sign the incorporation documents, settle your package and workspace charges and receive your digital licence and registration certificate. Visa processing can follow if your package includes an allocation.
Masdar says standard company registration can typically be completed within a few working days once all required documents have been submitted and approved.
We’ll model the requirements and send back a single-page breakdown within 24 hours.
Benefits of Setting Up in Masdar City
One major advantage is ownership. Foreign investors can own 100% of their Masdar City Free Zone company without bringing in a UAE shareholder.
There is also full repatriation of capital and profits, flexible workspace, visa options and a One-Stop Shop covering many of the administrative steps needed after incorporation.
Location is another factor. Masdar City gives technology and research-driven companies direct access to an Abu Dhabi ecosystem that includes universities, government-led industry programmes, international organisations and companies working in AI, energy, biotechnology and autonomous mobility.
Dual licensing can also be relevant if you need to expand beyond the free zone. However, Masdar's 2026 Business Licensing Regulations make it clear that a free zone licence alone does not automatically authorise unrestricted business outside Masdar City. A separate approval or licensing route may be needed.
Is Masdar City Free Zone Right for Your Business?
Masdar deserves serious consideration if you are building a consultancy, technology company, AI startup, clean-energy venture, R&D business, healthcare venture or regional office in Abu Dhabi.
It may be less suitable if your main requirement is large-scale manufacturing, warehousing or port-based distribution. In that case, compare it with an industrial jurisdiction such as KEZAD. Nexture's KEZAD Free Zone setup guide explains the differences in infrastructure and licence options.
The best package also depends on your visa needs. A founder who does not need residency may be able to start with a lower-cost package. A founder who wants a UAE residence visa and compliant workspace may find Business One or the Innovation Package easier to budget for.
Conclusion
Masdar City Free Zone has become a practical option for founders who want an Abu Dhabi company with flexible activities, modern workspace and access to technology-focused business networks.
Entry-level setup currently starts from AED 7,000, while packaged options such as Business One and Enterprise combine licensing with workspace and visa benefits. The key is to compare the complete first-year cost rather than the advertised licence figure alone.
Before applying, confirm your activities, shareholder structure, office requirement, visa quota and tax position. That gives you a much clearer picture of what your Masdar City company will actually cost and how it can operate once the licence is issued.
