Here is how the DAFZ Talent Pass works in 2026, what it currently costs and what you should check before applying.

What Is the DAFZ Talent Pass?

The DAFZ Talent Pass is a freelance permit issued by Dubai Airport Freezone, which operates under the Dubai Integrated Economic Zones Authority.

According to the official DAFZ Talent Pass page, it allows an individual professional to carry out approved activities in fields such as arts, culture, education, media, marketing, consultancy and technology. The licence is issued in the applicant's personal name, not a company name.

The initiative was originally launched in cooperation with Dubai Culture and the General Directorate of Residency and Foreigners Affairs. The Dubai Government described it as a way to attract skilled professionals and creative talent who want to work independently in the emirate.

Who Can Apply for a DAFZ Talent Pass?

The scheme is aimed at experienced professionals who can demonstrate skills or previous work in an approved activity.

DAFZ's published Talent Pass activity list contains more than 60 listed professional activities. These include:

The permitted list should be checked before you pay anything because your actual professional service needs to match the activity shown on your permit.

Technology applicants may face an additional evidence requirement. DAFZ states that they should have a relevant educational qualification, an experience letter from an employer or relevant professional training.

DAFZ Talent Pass Cost in 2026

The current official DAFZ website states that the Talent Pass licence itself costs AED 7,500 and that this amount does not include a residence visa. The permit is renewable annually.

DAFZ allows a maximum of three activities under the additional activity option shown in its brochure. Fees can change, so an applicant should always request a current quotation before making payment.

Does the DAFZ Talent Pass Include a Residence Visa?

The licence and residence status need to be considered separately.

If you already hold a valid UAE residence visa, DAFZ states that you generally do not have to transfer it simply to obtain the Talent Pass. You submit your existing visa copy with the application.

If you are employed and sponsored by another company, a No Objection Certificate may be required depending on your circumstances. DAFZ specifically states that an existing full-time employee applying for the Talent Pass needs an NOC from the sponsor and/or employer. 

For applicants who need new residency, DAFZ directs them through its visa process. Its current brochure publishes a two-year visa package, with AED 4,096 shown as the visa fee.

Can a Talent Pass Lead to a Golden Visa?

Potentially, but a Talent Pass by itself does not guarantee Golden Residency.

DAFZ currently promotes a Talent Pass package linked to Golden Visa applications. Its brochure shows a five-year Talent Pass package with an illustrative initial total of AED 58,580, including an AED 50,000 permit payment, establishment card charges and Golden Visa/NOC charges. Approval remains subject to the responsible authority.

The UAE's official Golden Residency guidance confirms that qualifying exceptional talent in areas including culture, arts and digital technology can receive 10-year Golden Residency, provided the relevant criteria are met.

So, do not treat the Golden Visa as an automatic benefit of buying a Talent Pass. Your professional profile and supporting evidence still need to qualify.

Documents Required for a DAFZ Talent Pass

  • DAFZ asks applicants to provide evidence that supports both their identity and professional experience.

Make sure the activity you select matches the documents you provide. Applying as a technology specialist with unrelated qualifications and no work evidence may lead to additional questions.

How to Apply for the DAFZ Talent Pass

The application is relatively straightforward.

Step 1: Select your professional activity

Check the DAFZ activity list and choose the activity that accurately reflects the service you will sell.

Step 2: Prepare your documents

Collect your passport, CV, visa documents and professional evidence. Make sure names and passport information are consistent.

Step 3: Submit the online application

DAFZ accepts Talent Pass applications online. You upload the supporting documents and submit your proposed professional activity.

Step 4: Wait for approval

DAFZ reviews your professional background and proposed activity.

Step 5: Sign and pay

Once approved, you complete the application documents and pay the applicable permit and visa charges.

Step 6: Receive your permit

DAFZ states that once an application has been approved, the permit should normally take around 10 to 15 working days.

Can You Work With Mainland Dubai Clients?

Yes. This is one of the useful points about the permit.

DAFZ specifically states that Talent Pass holders can extend their services to the mainland without obtaining an NOC from DAFZ and Dubai Culture. It also says the licence does not restrict a freelancer from entering short-term contracts with companies in the UAE, although the client's own procurement requirements still apply.

For example, a DAFZ-licensed copywriter could work with a Dubai mainland marketing agency, subject to the agency's contracting procedures.

Government tenders are different. Having the Talent Pass does not automatically give you access to every procurement platform. Registration and tender rules are determined by the organisation issuing the contract.

Can a DAFZ Talent Pass Holder Hire Employees?

No. DAFZ clearly states that freelancers using the Talent Pass cannot hire or sponsor employees through the freelance permit. The licence is also issued under your passport name rather than a separate company name.

This makes the arrangement suitable for solo professionals. It becomes less practical once your business needs several employees, equity partners or a separate corporate identity.

Banking for DAFZ Talent Pass Holders

DAFZ states that Talent Pass holders can open a personal bank account and can ask its customer care team about affiliated banks. Banking approval, however, remains subject to the bank's own KYC checks.

VAT and Corporate Tax for Talent Pass Freelancers

Holding a freelance licence does not mean you should ignore UAE tax rules.

For VAT, the Federal Tax Authority states that registration becomes mandatory when taxable supplies and imports exceed AED 375,000. Voluntary VAT registration is available once the relevant amount exceeds AED 187,500.

Corporate Tax works differently for an individual freelancer. The FTA states that a natural person conducting a UAE business becomes subject to Corporate Tax rules when turnover from business activities exceeds AED 1 million in a calendar year.

Who Should Consider the DAFZ Talent Pass?

The Talent Pass makes sense when you are selling your own professional skills and want the legal ability to work with multiple clients without creating a full company.

It can work particularly well for consultants, writers, trainers, photographers, media professionals, designers, marketing specialists and other independent professionals whose activity appears on the approved list.

The cheapest licence on paper is not always the right structure. Think about what your business needs one or two years after launch, not only what you need on the first day.
