Freelance Visa vs Freelance License in Dubai: What’s the Difference?

Dubai has become a practical base for designers, consultants, developers, educators and media professionals who want to work independently. The setup can still be confusing because the terms “freelance visa” and “freelance license” are often used as though they mean the same thing. They serve different purposes.

A freelance license gives you legal permission to carry out an approved professional activity. A freelance visa gives you the right to live in the UAE for a stated period. Many Dubai packages combine the license, establishment card and residence visa, which is why the distinction is easy to miss.

Understanding the difference helps you avoid paying for a visa you do not need or assuming that residency alone allows you to invoice clients legally.

What Is a Freelance License in Dubai?

A freelance license, sometimes called a freelance permit, allows you to offer services as an independent professional. The exact name depends on the issuing authority.

For example, Dubai Development Authority uses the term “Freelancer License Registration” and explains that the permit identifies you as a sole practitioner. You conduct business under your name as shown on your passport rather than through a separate company brand.

The current listed permit fee is AED 7,500 plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham per transaction. The estimated processing time is two working days after a complete application. View the official DDA freelancer license service.

Dubai’s GoFreelance programme currently covers activities in tech, media, education and design. The activity on your permit should match the service you actually provide. A content creator should not select an unrelated IT activity simply because it appears easier or cheaper.

A freelance license can usually help you:

  • Sign service contracts in your own professional capacity

  • Issue invoices for approved services

  • Work with individuals or companies as an independent contractor

  • Maintain a legal record of your professional activity

  • Apply for a linked residence visa where the chosen package allows it

The license is not a company in the usual sense. Under GoFreelance, you cannot use a separate company name or sponsor employees. The license is renewed annually.

If you expect to build an agency, employ a team, add shareholders or trade physical products, a company structure may suit you better. Read Nexture’s step-by-step guide to setting up a business in Dubai before choosing a freelancer permit only because the starting cost looks lower.

What Is a Freelance Visa in Dubai?

“Freelance visa” is a common market term for a residence visa obtained through a freelance setup. It is not the document that defines your licensed activity.

The visa allows you to live in Dubai and complete normal resident formalities such as obtaining an Emirates ID, arranging health insurance and using resident services. Your freelance license remains the document that supports your independent professional activity.

Under GoFreelance, you first need the freelance license and an establishment card before applying for its one-year or two-year visa. The programme states that the visa remains linked to the validity of the freelance license and establishment card.

This means you should not look at the residence visa expiry date alone. If the underlying license expires or is cancelled, your immigration position may also need attention.

For a broader explanation of residence categories, see Nexture’s UAE immigration guide for investors, employees and families.

How Much Do a Freelance License and Visa Cost in Dubai?

Costs depend on the authority, activity, visa duration and services included. Always ask for an itemised quotation because a low advertised figure may cover the license only.

The official GoFreelance website currently lists:

  • Freelance package: AED 7,520 per year

  • Establishment card: AED 2,000

  • One-year visa: AED 4,600

  • Two-year visa: AED 5,042

Based on those listed figures, the initial total is AED 14,120 with a one-year visa or AED 14,562 with a two-year visa.

These totals do not automatically cover every possible expense. Medical fitness testing, Emirates ID charges, health insurance, status-change fees and application service charges may apply based on your circumstances. GoFreelance also states that visa and establishment card fees can change.

The two-year visa does not make the freelance license valid for two years. The license remains renewable annually. That difference needs to be included in your second-year budget.

If you already hold a valid spouse visa, Golden Visa or another suitable residence status, you may only need the freelance license. This can reduce your setup cost considerably. You should still check whether your sponsor, employment contract or issuing authority requires a declaration or no-objection document.

Can You Get a Freelance License Without a Freelance Visa?

Yes, in many cases.

GoFreelance states that a person who already has a full-time job can apply for the freelance license by submitting a declaration form. Dubai Development Authority lists a self-declaration form for applicants who already hold a valid visa and an external authority NOC where applicable.

This route may suit you if you are:

  • Sponsored by your spouse or parent

  • Already employed and permitted to take independent projects

  • A Golden Visa holder

  • A UAE resident who does not need a second residence route

Do not assume that your existing visa automatically permits every type of outside work. Review your employment contract and the rules of the licensing authority. A written NOC may still be requested in some cases.

Nexture’s UAE Golden Visa guide explains how long-term self-sponsored residence differs from a standard employer-linked visa.

What About the Five-Year Green Visa for Freelancers?

The Green Visa is a separate self-sponsored residence route. It should not be confused with a standard one-year or two-year free-zone freelance visa.

The UAE Government describes the Green Visa as a renewable five-year residence option available to freelancers and self-employed professionals without a traditional sponsor.

For the self-employment category, GDRFA Dubai requires a self-employed permit from MOHRE. The applicant must generally hold at least a bachelor’s degree or specialised diploma and show annual freelance income of at least AED 360,000 for the previous two years or prove financial solvency during the stay.

Review the official GDRFA Green Residence requirements.

This option may suit an established freelancer with a strong income history. A new freelancer who has not yet built that record may find a standard free-zone license and residence package more realistic.

Documents Commonly Required

For the license, prepare your passport copy, existing UAE visa if applicable, photograph, application or declaration form and any NOC, qualification or portfolio requested for your activity.

DDA specifically lists the passport and visa page, a self-declaration for valid visa holders and external approval where required.

For a linked GoFreelance visa, the listed requirements include the freelance license, establishment card, UAE phone number, medical insurance, original passport and photograph. Medical fitness and Emirates ID procedures also form part of residence processing.

How to Apply: Step-by-Step

  1. Confirm Your Activity and Jurisdiction

Match the service you will sell with the authority’s approved activity list. Compare annual renewal costs, visa options and workspace terms.

  2. Apply for the Freelance License

Complete the application, upload the documents and pay the authority’s invoice. Regulated activities may require an extra approval.

  3. Add the Establishment Card and Visa If Needed

The establishment card opens the immigration file for a linked residence application. You then complete the entry permit or status change, medical fitness, insurance and Emirates ID steps.

  4. Track Every Renewal Date

Your license, establishment card, visa, Emirates ID and insurance may expire on different dates. Record each one separately.

Which Option Is Right for You?

Choose a freelance license without a new visa when you already have suitable UAE residency and only need legal permission to provide services.

Choose a freelance license plus a residence visa when you plan to move to Dubai, live here and work independently under the same setup.

Consider the Green Visa when you meet the qualification and income conditions and want a longer self-sponsored residence period.

Choose a company license instead when you want a business name, employees, partners, several unrelated activities or a structure designed for expansion. A freelancer permit can be efficient for one person, but it becomes restrictive when the operation starts behaving like an agency.

Tax and Record-Keeping Rules for Freelancers

A small freelance operation still needs proper records. Keep contracts, invoices, receipts, expense evidence and bank statements.

The Federal Tax Authority requires mandatory VAT registration when taxable supplies and imports exceed AED 375,000. Voluntary registration is available above AED 187,500 where the conditions are met.

Check the official FTA VAT registration thresholds.

For Corporate Tax, a natural person conducting a UAE business or business activity becomes subject to the regime when total business turnover exceeds AED 1 million in a calendar year. Wages, personal investment income and real estate investment income are excluded from this test under the FTA guidance.

Read the FTA guidance for natural persons.

These are different thresholds. Crossing one does not automatically mean you crossed the other.

Conclusion

The difference between a freelance visa and freelance license in Dubai comes down to residence and work authorisation. The license allows you to provide approved services. The visa allows you to live in the UAE. Some applicants need both, while existing residents may only need the license.

Before applying, confirm your activity, existing visa status, annual renewal cost and whether the setup supports your future plans. If you expect to hire staff or build a branded agency, starting with a company license may save you from restructuring later.

Frequently Asked Questions

Is a freelance visa the same as a freelance license in Dubai?

No. The license authorises your professional activity. The visa gives you UAE residence status. A complete package may include both, but they remain separate approvals.

Can I work in Dubai with only a freelance visa?

Residence alone does not replace the required professional or work authorisation. You need a valid permit or license that covers the service you provide.

Can I apply for a freelance license while employed?

It may be possible. GoFreelance accepts applications from full-time employees using a declaration form. An NOC or contract review may still be required depending on your sponsor, activity and authority.

Can a freelance license holder hire employees?

GoFreelance states that its freelance license does not allow the holder to hire or sponsor staff. Consider a company license if you need a team.

Which option is cheaper?

The license-only route is usually cheaper when you already hold suitable UAE residency. If you need to live in Dubai, compare the full first-year and renewal cost rather than the advertised permit fee alone.
