Dubai eVTOL and Air Taxi Market: Licensing and Business Opportunities

Dubai’s air taxi project is no longer limited to prototypes and demonstration flights. The city now has a certified commercial vertiport beside Dubai International Airport, other stations are under development and the Roads and Transport Authority is preparing for commercial Air Taxi operations by the end of 2026.

For investors, that opens a new aviation market covering charging, maintenance, software, training, passenger services and infrastructure.

There is one important restriction, though. Joby Aviation holds a six-year exclusive right to operate Air Taxi services in Dubai. Skyports also holds exclusive rights to develop and operate the initial vertiport network. New entrants therefore have better opportunities supplying the ecosystem than trying to launch a competing passenger air taxi service immediately.

Dubai’s eVTOL Market in 2026

Dubai’s first Air Taxi network is being developed through cooperation between RTA, Joby Aviation, Skyports Infrastructure and aviation regulators.

Joby’s eVTOL aircraft is designed to carry four passengers and one pilot. It has a stated top speed of around 320 km/h and a range of roughly 160 km. RTA estimates that the journey between Dubai International Airport and Palm Jumeirah could take about 10 minutes, compared with approximately 45 minutes by road.

The first station, VDX, sits beside Dubai International Airport. The four-storey facility covers about 3,100 square metres and includes two take-off and landing pads, aircraft charging equipment and climate-controlled passenger areas. It is designed to handle up to 170,000 passengers and about 42,000 aircraft movements a year.

VDX received regulatory certification from the UAE General Civil Aviation Authority in July 2026. Three more stations are being developed around Dubai Mall, Palm Jumeirah and Dubai Marina. Joby reported in August that the second of the four vertiports was nearly complete.

Public commercial service had not started as of 31 August 2026. RTA’s latest published timetable points to launch by the end of 2026. Joby and Uber have already presented Uber Air powered by Joby, which is expected to allow passengers to book future air taxi journeys through the Uber app.

Who Regulates Air Taxi Businesses in Dubai?

Several authorities can be involved because an eVTOL business combines company licensing, aviation safety, aircraft operations, transport and communications.

The GCAA Air Navigation and Aerodrome Division specifically regulates vertical flight infrastructure, including vertiports.

2. Obtain a Commercial Licence

   A mainland company normally obtains its commercial licence through Dubai’s Department of Economy and Tourism. Certain technology, engineering, logistics and aviation support businesses may instead use an appropriate free zone.

   However, incorporation alone does not grant permission to perform regulated aviation work.

   DCAA rules state that an applicant seeking an aviation activity permit must hold a valid commercial licence. Relevant GCAA approvals and approvals from other government entities may also need to be submitted.

3. Obtain DCAA Approval

   Companies carrying out civil aviation-related activities in Dubai may require DCAA permits, no-objection certificates or approvals.

   Dubai’s 2026 civil aviation rules state that an operator cannot operate an aircraft to or from an airport in the emirate without the required GCAA licence and DCAA permit. They also prohibit operating an airfield without DCAA approval.

   Aviation activity permits are generally valid for one year and can be renewed. Under the current permit procedure, DCAA aims to decide a complete application within 10 working days. That timeline applies to the permit application itself. It does not mean an entire air taxi operation can be approved within 10 days.

4. Meet GCAA Operator and Aircraft Requirements

   Passenger transport brings a much heavier compliance burden. The GCAA Flight Operations division issues Air Operator Certificates for air carriers and air transport operators. Aircraft must also meet applicable registration and airworthiness requirements.

   Pilots and other licensed aviation personnel fall under GCAA oversight as well. Insurance is another major requirement. UAE rules require aircraft operators to maintain coverage for passenger, baggage, cargo and third-party liabilities.

5. Obtain Vertiport Approvals

   You cannot treat a vertiport as a standard rooftop landing area. GCAA oversight covers infrastructure design, operating procedures, safety management and emergency preparedness. The VDX certification process itself reviewed these areas before the facility was approved.

   Local DCAA approval is also relevant. Skyports currently has exclusive rights over Dubai’s initial vertiport network. For property developers, hotel groups and landowners, partnership opportunities may therefore be more realistic than independently creating a competing public vertiport.

6. Address Communications and Airspace Requirements

   eVTOL operations depend heavily on communications, navigation and controlled airspace coordination.

   In July 2026, TDRA updated two radio spectrum frameworks(Advanced Air Mobility spectrum update) to support air taxis, delivery drones and next-generation electric aircraft.

   DANS is also involved in Dubai’s airspace integration work. Its aviation information infrastructure already supports digital exchange of flight, aeronautical and meteorological information.

Electric propulsion reduces some mechanical complexity but does not remove maintenance.

Operators will need aircraft inspections, battery health monitoring, electrical system servicing, software checks and component replacement. Businesses with aviation MRO experience and high-voltage expertise could enter this area early.

Vertiport and Ground Services

A commercial vertiport requires much more than landing pads. There are opportunities in:
