  3. Submit the Application

    Apply through the DSO customer portal with the proposed name, activity details and supporting documents.

    DSO states that application review may take about seven days. Once the legal documents are complete and the fees are paid, licence and lease documents may be issued within around two working days. External approvals or document attestation can extend the timeline.

  4. Sign and Pay

    Sign the incorporation and lease documents, submit any final records and pay the required charges.

  5. Complete Post-Licensing Tasks

    After licensing, arrange the establishment card, entry permit, medical test, Emirates ID and residence visa where required. You can then prepare the corporate bank account application.

Corporate Tax and VAT in DSO

A DSO company should not assume that a free-zone licence means no tax.

To receive the 0% corporate tax rate on qualifying income, a Qualifying Free Zone Person must meet conditions covering adequate substance, qualifying income, transfer pricing and audited financial statements.

Non-qualifying revenue must remain within the de minimis limit, which is the lower of AED 5 million or 5% of total revenue. Non-qualifying taxable income is generally subject to 9% corporate tax.

VAT is separate. Mandatory VAT registration generally applies when taxable supplies and imports exceed AED 375,000. Voluntary registration may be available above AED 187,500.

Get tax advice before signing contracts with mainland customers, related companies or overseas group entities. The source and type of income can affect your tax position.

Can a DSO Company Operate in Mainland Dubai?

A DSO licence does not automatically authorise unrestricted activity across mainland Dubai.

Dubai Executive Council Resolution No. 11 of 2025 allows eligible free-zone establishments to operate outside the free zone through licences or permits issued by the Dubai Department of Economy and Tourism. The available routes can include a mainland branch, a branch operating from the free zone or a temporary permit for specified activities.

The resolution lists an annual fee of AED 10,000 for a branch operating out of the free zone and AED 5,000 for a temporary activity permit. Free-zone approval, separate financial records and sector approvals may also be required.

Check the correct route before invoicing mainland clients. The answer depends on your activity, delivery model and contracting entity.
