If your company employs a large operational workforce in Dubai, staff housing cannot be treated as a simple property rental. Worker accommodation is regulated through federal labour rules, Dubai legislation, building standards, public-health requirements and inspection.

The rules also changed recently. In 2026, the Ministry of Human Resources and Emiratisation, or MOHRE, issued Ministerial Resolution No. 122 of 2026. It updated the federal accommodation framework and replaced the 2024 accommodation provisions. Dubai already had a local rule covering workers earning up to AED 2,000 a month.

For employers, the practical approach is straightforward: check whether your workforce falls within the mandatory housing rules, use approved accommodation and keep it compliant after workers move in.

Who Must Provide Staff Accommodation in Dubai?

Dubai Executive Council Resolution No. 12 of 2025 says an establishment licensed in the emirate must provide accommodation when it employs at least 50 workers whose wage is AED 2,000 or less. The resolution gave affected establishments a compliance period of up to one year from its effective date. 

At the federal level, MOHRE Resolution No. 122 of 2026 uses a threshold of 50 or more workers and a monthly wage of AED 1,500 or less. It also allows local authorities, in coordination with MOHRE, to widen coverage by lowering the employee threshold or increasing the wage ceiling. Taken together, Dubai employers should use the AED 2,000 local threshold when checking whether accommodation is mandatory in the emirate.

Staff Accommodation and Labour Accommodation Are Not Always the Same

Dubai's building rules distinguish between staff accommodation and labour accommodation. Under the Dubai Building Code, staff accommodation is designed around single or double occupancy. A single room, including its en-suite toilet, has a minimum area of 13 square metres, while a double room has a minimum area of 20 square metres.

Labour accommodation is group worker housing. The Building Code limits a labour-accommodation bedroom to eight workers and requires a supervisor's room for every 40 labourers. Double-deck bunks are allowed subject to spacing rules, while triple-deck bunks are prohibited.

Before signing a lease, confirm the approved use shown on the property documents. A villa, apartment or converted commercial unit does not automatically become compliant worker housing because a company rents it for employees.

Core Labour Camp Standards in Dubai

Bedroom Space, Beds and Occupancy

UAE Government labour accommodation guidance requires at least 3 square metres of sleeping-room space for each worker. Each person should have an individual bed and storage. Shift workers cannot rotate through the same sleeping space simply because they work at different times.

Dubai Municipality's current compliance guidance also uses a 3-square-metre minimum. Some health guidance refers to 8 to 10 workers per room, but the Dubai Building Code sets a maximum of eight for labour-accommodation bedrooms. Follow the approved occupancy of the specific building and apply the stricter requirement where rules overlap.

Bedrooms must be ventilated and air-conditioned. Cooking equipment and washing machines should not be placed inside sleeping rooms.

Toilets, Kitchens and Common Areas

Official UAE guidance calls for one toilet, one bathing place and one wash basin for every eight people. Shared bathrooms should have at least two toilets, and one urinal is required for every 25 people. Workers also need designated spaces for food preparation, dining and rest.

Do not allow improvised cooking inside bedrooms. It creates hygiene and fire-safety problems and can breach the approved layout. Drinking Water, Cleaning and Pest Control

Safe drinking water must remain available throughout the accommodation. The 2026 requirements include cold drinking water provision, with published legal analysis of the new resolution specifying at least one water cooler for every 30 workers.

Dubai Municipality's current labour accommodation compliance guidance also calls for records and service arrangements covering water-tank cleaning, pest control, air-conditioning maintenance, firefighting systems and other building services.

This remains relevant when you lease beds from an operator. Ask for current contracts, inspection records and approvals instead of assuming the site is compliant.

Fire Safety, Medical Support and Worker Welfare

Labour accommodation must have working emergency exits, firefighting systems and safe separation between sleeping areas and higher-risk areas such as kitchens or workshops. Dubai Civil Defence states that labour-accommodation bedrooms require at least one-hour fire-resistant separation.

The UAE framework also requires first-aid and medical support. The 2026 rules strengthened requirements concerning injured or sick workers and People of Determination.

Current federal requirements also cover free internet access, secure personal lockers, information in languages workers understand, complaint channels, 24-hour licensed security, CCTV at entrances and common areas and at least one accommodation supervisor for every 200 workers.

Employer Responsibilities for Staff Accommodation in Dubai

A practical employer compliance process should cover seven points:

  1. Confirm whether the 50-worker and wage thresholds apply to your establishment.

  2. Place covered workers only in accommodation approved and registered for labour housing.

  3. Register accommodation and resident-worker details in MOHRE systems and update them when people move or change location.

  4. Verify the building's licensed use, capacity, fire-safety approvals and health requirements before signing a contract.

  5. Keep evidence of cleaning, pest control, water-tank servicing, AC maintenance, fire-system maintenance and other required services.

  6. Check regularly for overcrowding, damaged facilities, blocked exits, sanitation problems and worker complaints.

  7. Record problems and make sure maintenance or health issues are fixed quickly.

MOHRE operates a national Labour Accommodation System through which accommodation information is registered and monitored. The Ministry has also used joint inspection campaigns with federal and local authorities to check compliance.

Dubai's Public Health Law places direct duties on accommodation owners and companies occupying workers' accommodation. Companies must meet technical requirements, carry out cleaning and waste disposal, maintain records, cooperate with inspectors and provide requested data. 

What If You Rent a Third-Party Labour Camp?

Many employers rent rooms or bed spaces from specialist operators rather than owning accommodation. That may simplify property management, but it does not remove the employer's compliance exposure.

MOHRE's 2026 rules require covered employers to place workers in approved and registered labour accommodation and keep accurate records of where employees live. Before contracting with an operator, verify the site's approval, registered capacity, fire-safety status, maintenance arrangements and MOHRE registration. Inspections and Consequences of Non-Compliance

MOHRE can review labour accommodation and the information held in its systems. Under the 2026 framework, incorrect data or accommodation-standard violations can lead to suspension of the accommodation file. Repeated violations, or breaches connected with labour stoppages, can trigger further administrative action.

The UAE Government also lists failure to provide appropriate labour accommodation as a reason an establishment can face suspension of new work permits. Employers can review the official UAE work-permit compliance guidance for the broader enforcement framework.

Dubai authorities have separate inspection powers. The 2025 Public Health Law allows the responsible entity to inspect workers' accommodation, test environmental conditions, review records and require owners to correct violations.

How to Choose Compliant Staff Accommodation in Dubai

Start with approval status, not rent. Ask for the property's permitted use, registered capacity and current inspection documents, then compare that capacity with your workforce and expected hiring.

Check the basics in person where possible: bedroom occupancy, air conditioning, washrooms, kitchens, drinking water, fire exits, common areas, cleanliness, internet, security and complaint channels. Budget for operating costs too, since staff accommodation can involve cleaning, pest control, maintenance, security, utilities, transport, catering, medical support and repairs.
