Hiring an employee in the UAE used to involve several government platforms, repeated document submissions and multiple visits to service centres. The UAE Work Bundle was introduced to bring much of that process into one connected digital journey.

The change is significant. According to the UAE Government, the Work Bundle reduced the standard journey from 15 steps to five, the number of required documents from 16 to five and physical visits from seven to two. The stated processing time also dropped from around 30 working days to five working days when the application and required information are complete.

The system first launched in Dubai in March 2024. By June 2024, it had expanded across all seven emirates through the Work in UAE platform. It has continued to develop since then, with further service automation introduced in 2026.

What Is the UAE Work Bundle?

The UAE Work Bundle is a government service that connects employment and residency procedures for private-sector establishments through a unified digital process.

Instead of submitting related applications separately to different authorities, businesses can manage key stages through the official Work in UAE platform.

The main services are:

  • Hiring and onboarding new employees

  • Renewing existing employees' work permits

  • Cancelling work permits and residence permits

The platform connects government entities involved in employment, immigration, identity, health and related services. These include the Ministry of Human Resources and Emiratisation (MOHRE), Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), health authorities and other federal and local bodies.

How Does the UAE Work Bundle Process a New Employee?

The employer handles most of the application. The employee still needs to complete certain personal procedures.

  1. Employer starts the unified application

    A company logs into the relevant digital system, generally using UAE Pass, selects the establishment and starts the employee onboarding request.

    For a standard overseas work permit handled by MOHRE, the employer should have an active establishment, a valid business licence and sufficient electronic quota. The application must also be made by an authorised signatory.

  2. Work permit is processed

    MOHRE reviews the employee's job offer and work permit application.

    For a standard overseas hire, the worker generally needs to be at least 18 years old. The passport should have at least six months of validity remaining.

    The employer may also need to provide academic qualifications for skilled positions or professional approval for regulated occupations such as doctors, nurses or teachers.

    One point employees should know is that an offer letter is not the same as a work permit. UAE law does not allow an employer to employ a person without the appropriate work permit.

  3. Entry or status procedures are completed

    If the employee is outside the UAE, the immigration process allows them to enter the country and complete the remaining residence formalities.

    If the person is already legally inside the UAE, an in-country status adjustment may be required instead, depending on their existing immigration status.

    This stage connects the employment approval with the person's residence process.

  4. Employee completes the medical fitness test

    The employee must normally be physically present for the medical fitness examination required for residence processing.

    This is one reason the Work Bundle does not make the entire process remote.

    The original Work Bundle model reduced required physical visits to two. One is generally connected with medical fitness and the other with Emirates ID biometric registration, where biometrics are required.

  5. Emirates ID and residence permit are completed

    The employee completes the Emirates ID application and biometric requirements where applicable. The residence permit can then be issued once the immigration requirements have been satisfied.

    ICP states that its residence permit issuance service is linked to the Emirates ID application. For employees covered by MOHRE categories, the service is provided through the Work Bundle.

What Documents Are Required for the UAE Work Bundle?

The government describes the simplified Work Bundle journey as requiring five documents instead of the previous 16. That does not mean every applicant has one identical five-document checklist.

The exact requirements depend on the employee's nationality, job, skill category and whether the profession needs regulatory approval.

Common documents can include:

  • Passport copy with sufficient validity

  • Recent colour photograph

  • Official job offer signed by the employer and employee

  • Academic certificate when required for the job classification

  • Professional licence or regulatory approval for certain occupations

Additional identification can also be requested for certain nationalities or circumstances.

Getting these documents right before submission is important. A spelling difference between the passport, qualification and employment application can result in corrections and slow the process.

Is Health Insurance Part of the Residency Process?

Yes. Health insurance has become an important part of employment residency processing throughout the UAE.

From 1 January 2025, employers in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah were required to obtain health insurance for private-sector employees as a condition for issuing or renewing residence permits. Dubai and Abu Dhabi already had mandatory employee health insurance frameworks.

Employers should therefore include insurance in their visa budget rather than calculating the cost using the work permit fee alone.

How Long Does the UAE Work Bundle Take?

The UAE Government's published Work Bundle target is around five working days, compared with the previous process of around 30 working days.

Treat five working days as a streamlined government processing benchmark rather than an unconditional guarantee.

A case can take longer when:

  • Documents are incomplete

  • Academic certificates require verification

  • The occupation needs external approval

  • Company quota is unavailable

  • Medical appointments or results are delayed

  • Biometric requirements are outstanding

  • Passport or employee details do not match

  • Immigration status needs to be corrected

A company hiring someone for a regulated healthcare role, for example, may have additional professional licensing requirements that an office administrator would not face.

Who Pays for the Work Permit and Residency Visa?

For standard employment, the employer is responsible for recruitment and employment-related costs that fall under its legal obligations.

UAE Government guidance states that recruitment and travel costs, along with expenses for obtaining the employee's residence permit, should be borne by the employer.

There is no single flat "Work Bundle fee". Work permit charges depend partly on the company's MOHRE classification. Other costs may include immigration processing, medical fitness, Emirates ID, health insurance and status adjustment where required.

This is why two employees hired by different businesses can have different total processing costs even when both receive two-year work permits.

How Does Work Permit Renewal Work?

Work Bundle also handles renewals. Instead of starting separate requests for the employment contract, work permit, medical examination, Emirates ID and residency, connected services can be managed through the unified journey.

The employer starts the renewal request and updates the employee's information. The employee then completes any medical or identity procedures required for renewal.

Do not leave this until the final days of the existing permit. Check the expiry dates of the work permit, residence, passport, Emirates ID and health insurance early.

How Does Employee Cancellation Work?

When employment ends, the Work Bundle can also connect work permit and residency cancellation.

MOHRE requires applicable work permit cancellation procedures to be completed. Employers may also need to confirm that the employee's rights and outstanding entitlements have been settled.

The residence cancellation then needs to be completed correctly.

This matters if the employee plans to change employers, leave the UAE or obtain a different residence status. Simply stopping work does not automatically close the labour and immigration records.

Does the Work Bundle Apply to Free Zone Employees?

The Work Bundle is aimed primarily at integrated private-sector employment and residency services. The actual route can differ for businesses operating under individual free zone systems or special jurisdictions.

Some free zones process employment and immigration applications through their own portals while coordinating with the relevant immigration authority.

The biggest change is the way government services communicate with each other.

The Work Bundle uses a unified application, shared government data and connected payments so employers do not repeatedly submit the same information to separate departments.

By 2026, MOHRE had continued expanding digital processing, including automated verification of passport, ID, employment contract and work permit information. The Work Bundle has also been extended into additional service areas, including domestic worker residency services.

For employers, that can mean less administration. For employees, the process is easier to follow because fewer separate transactions need to be managed.
