Dubai depends heavily on road freight. Ports, warehouses, industrial zones, construction sites and retail distribution centres move huge quantities of cargo every day. In April 2026, Dubai's RTA reported that the emirate had around 85,000 registered trucks and more than 500,000 truck trips taking place on its roads each day.

That creates a large market, but starting a trucking company in Dubai involves more than buying trucks and getting a normal commercial licence.

Your business activity must match the cargo you intend to carry. You also need approval from the Roads and Transport Authority, suitable truck parking, compliant vehicles, licensed drivers and additional permits if your routes extend beyond Dubai.

Here is how the setup works in practice.

What Licence Does a Trucking Company in Dubai Need?

For a standard mainland operation, you usually start with a commercial business licence issued through Dubai's Department of Economy and Tourism.

The specific RTA activity is important. RTA identifies Cargo Transport by Heavy Trucks under activity code 170, while the corresponding DET activity code is 602301. The official activity description covers the transport of closed shipping containers using vehicles weighing at least three tonnes.

RTA separately regulates activities such as refrigerated transport, raw-material transport, petroleum products, hazardous materials, chemicals, waste, drinking water, vehicle transport and specialised truck transport.

For example, a company moving containers from Jebel Ali Port may need a different activity mix from a company transporting construction aggregates or chilled food.

Mainland or Free Zone for a Trucking Business?

RTA's activity conditions recognise licensing authorities including DET, free zones and development areas. However, where and how your trucks operate still determines which additional licences and permits you need.

For a trucking business that will regularly collect and deliver cargo across mainland Dubai, a Dubai mainland structure can offer a more direct operating route.

Free-zone businesses should check whether they require additional DET permission for activities conducted outside their zone. Dubai's rules allow eligible free-zone companies to obtain mainland branches or activity permits where applicable.

  1. Select Your Exact Transport Activity

    Start by defining what your trucks will actually carry. This decision affects your RTA classification, vehicle specifications, safety requirements and possible approvals from other authorities.

    If you plan to transport standard closed containers, Cargo Transport by Heavy Trucks may fit. If you handle hazardous cargo, fuel, chemicals, food, waste or refrigerated goods, you may need another activity or additional approvals.

    Do this before purchasing or leasing your fleet.

  2. Obtain Initial Business Approval

    Choose your legal structure, reserve your trade name and obtain preliminary approval from your licensing authority.

    Dubai's Invest in Dubai platform handles many mainland incorporation procedures and links business licensing with other government approval processes.

    Typical shareholder documents include passport copies, Emirates ID and residence details where applicable, company incorporation documents for corporate shareholders and details of the appointed manager.

  3. Apply for the RTA NOC and Activity Permit

    Commercial transport activities require RTA involvement.

    RTA's new trade licence NOC is a prerequisite for licences containing regulated commercial transport activities. The NOC is valid for 90 days, and RTA states that activities requiring approval may take around 3 to 15 working days.

  4. Arrange an Office and Truck Parking

    A trucking company cannot treat premises as an afterthought.

    RTA requires the operator to provide an office, vehicles and parking spaces suitable for the scale and nature of the licensed activity. Trucks must also use parking areas approved by RTA and the relevant authorities.

    When evaluating a location, look at more than rent. Consider access to Jebel Ali, Dubai South, Al Quoz, Ras Al Khor, Dubai Industrial City and major freight corridors. A cheaper yard can become expensive if every truck spends extra time and fuel reaching loading areas.

    Dubai has also been expanding dedicated truck rest facilities. In July 2026, RTA reported that seven rest stops had reached a combined 1,007 truck parking spaces after additional capacity was added.

  5. Build an RTA-Compliant Fleet

    Your trucks must match the activity approved on your permit.

    For Cargo Transport by Heavy Trucks, RTA requires vehicles used for the activity to be registered in Dubai, whether the company owns or leases them.

    Your operating checklist should cover vehicle registration, commercial insurance, technical inspection, tyres, braking systems, cargo security and maintenance records.

    RTA also requires operators to display the company name and the vehicle's empty and loaded weights clearly on the truck body. Advertising or promotional material should not be placed on the vehicle without prior RTA approval. Commercial vehicles carrying Dubai plates must complete required technical inspections within Dubai.

GPS Tracking and Speed Control

RTA's heavy-truck activity conditions state that operators may need tracking systems, speed-limiting systems or other equipment specified for the activity.

Dubai's Security Industry Regulatory Agency also operates the SecurePath tracking framework, which covers vehicle categories including non-hazardous cargo, hazardous cargo, petroleum transport, chemicals and other regulated commercial fleets.

Confirm the required tracking certificate before registering each vehicle. The requirement can differ according to the vehicle and transport activity.

Driver Requirements

A heavy truck needs a driver who holds the appropriate UAE heavy-vehicle driving licence.

RTA applies specific eyesight standards to heavy-vehicle applicants. Driver training, testing and medical requirements can also apply depending on the licence category.

Your staffing budget should therefore cover more than salary. Allow for employment permits, residence visas, Emirates ID, medical testing, driver licensing, insurance and periodic training.

Operating Outside Dubai

An RTA permit does not automatically settle every requirement for inter-emirate freight.

The RTA activity card specifically refers operators to the Ministry of Energy and Infrastructure when the activity needs to be practised outside Dubai.

MoEI offers a national vehicle permit for goods vehicles operating between emirates or internationally. Its published fee is AED 100 plus AED 10 per tonne of total load capacity for a goods vehicle, with an expected processing time of around four working hours when requirements are complete.

Truck Movement Restrictions in Dubai

Route planning is a compliance issue as well as an operating-cost issue.

RTA imposes truck restrictions on selected roads and during specified hours. One rule introduced in January 2025 restricts trucks travelling on Emirates Road between Al Awir Street and Sharjah from 5:30 PM to 8:00 PM. Other major roads and urban areas have their own restriction periods.

Restrictions can change temporarily, so dispatch teams should check current RTA notices instead of relying on old route sheets.

Where a business qualifies to use restricted routes or restricted times, RTA offers a heavy-vehicle mobility permit. As of 2026, the published charge is AED 70 per vehicle per month, including the Knowledge and Innovation fee.

Include Salik in Your Route Costing

Toll charges become significant when the same trucks cross gates several times each day.

Dubai's current variable Salik structure charges AED 6 during weekday peak hours, AED 4 off peak and zero during the designated past-midnight period. Sundays generally carry a flat AED 4 tariff outside public holidays and special events.

For a fleet of ten trucks, even small route changes can have a noticeable monthly effect on tolls, fuel consumption and driver hours.

How Much Does It Cost to Start a Trucking Company in Dubai?

There is no reliable single all-inclusive figure.

The RTA permit itself is relatively small compared with the cost of the actual operation. Your main budget will usually include the business licence, office and yard, trucks or lease deposits, registration, commercial insurance, inspection, GPS systems, drivers, visas, maintenance and working capital.

A three-truck company and a 30-truck fleet will naturally have very different startup costs.

Be careful with online packages advertising a trucking business for the price of a basic trade licence. That number may exclude every truck-related expense.

Common Setup Mistakes

One of the biggest mistakes is choosing a general cargo activity when the company actually intends to carry regulated goods.

Another is buying trucks before confirming RTA specifications and parking requirements.

Operators also get caught by restricted truck timings, missing inter-emirate permits or assuming that promotional branding can be placed on vehicles without approval.

Finally, keep renewals organised. Your trade licence, RTA permit, vehicle registration, insurance, inspections and driver documents do not necessarily expire on the same date.
