Changing or adding business activities is usually handled as a trade licence amendment. For a mainland company, the process runs through the Dubai Department of Economy and Tourism (DET) and its Invest in Dubai services.

Search phrases such as accounting operating activities usually relate to financial reporting rather than the activity printed on a Dubai trade licence. Similarly, activities of venture and development capital companies is used as an overseas industry classification, including UK SIC classifications. You should not assume that such classifications correspond directly with a DET activity code.

You normally need a licence amendment when your actual commercial operations move beyond the activities currently authorised on your licence.

You are introducing a new service

Suppose your company currently provides IT consultancy but now wants to start selling software subscriptions, providing cybersecurity services or carrying out another separately classified activity.

How to Change Business Activities in Dubai

The exact portal and approval route depend on where your company is registered. Still, most amendments follow the same basic sequence.

  1. Check your current licence

    Start with the activities already listed on your trade licence.

    You can also search mainland licence information through Invest in Dubai. This helps you confirm the activity wording before deciding whether an amendment is actually necessary.

  2. Identify the correct new activity

    Search the approved activity catalogue and find the activity that accurately describes what you plan to sell or provide.

    Do not select an activity simply because the title sounds close enough. Read its scope and check whether it fits your revenue model.

    This step can also tell you whether the new activity belongs with your existing licence or may require a different licence category.

  3. Check whether additional approval is required

    Many normal commercial and professional activities can move through the standard licensing process.

    Regulated activities can be different.

    For example, the Roads and Transport Authority has a specific NOC service for modifying trade licences involving regulated transport activities. It covers adding or removing an activity among other licence changes. The RTA currently lists a service timeline of 3 to 15 working days depending on the required approvals.

  4. Prepare any corporate amendments

    Adding an activity does not always require changes to your company documents. It depends on your legal form and the scope of the amendment.

  5. Submit the licence amendment

  6. Pay the applicable fees

    Once the request and approvals are accepted, the authority issues an invoice based on the amendment.

    Pay the government charges and any activity-specific approval fees.

  7. Receive the amended licence

    After approval, you receive an updated trade licence listing the new activities.

    Check it immediately. Make sure the business name, licence number and activity descriptions are correct.

  8. Update other government and business records

    This part is easy to miss.

    If your company is registered for VAT, Excise Tax or Corporate Tax, the Federal Tax Authority requires changes to registered information, including changes in the primary business activity or trade licence, to be reported through its Tax Records Amendment service within 20 business days of the change.     Depending on your company, you may also need to update banks, customs registrations, sector regulators, contracts and other records that refer to the old licence details.

Documents Required to Change Business Activities

There is no single document list that applies to every Dubai business.

A straightforward activity addition can require relatively little paperwork. A regulated activity or company with corporate shareholders may require considerably more.

Common documents can include:

  • Current trade licence

  • Licence amendment application

  • Passport and Emirates ID details of relevant shareholders or authorised persons

  • Memorandum and Articles of Association, where applicable

  • Shareholder or board resolution, where required

  • Amended constitutional documents, if the company's scope must change

  • No Objection Certificate or external regulatory approval for regulated activities

  • Business plan or activity questionnaire, as requested

  • Premises or lease documents if the new activity changes your facility requirements

  • Corporate shareholder documents where applicable

DMCC's current company licensing guidance, for example, notes that company registration, amendment and renewal requirements can include shareholder identification, ownership documents, business activity information, office details and additional approvals depending on the activity.

The practical rule is simple: check the requirements for the specific activity, not just the general amendment checklist.

Can You Add Multiple Business Activities?

Yes, Dubai companies can often hold multiple business activities on one licence.

The number and combination allowed depend on the licensing authority, licence type, activity group and regulatory requirements.

Dubai Development Authority, for instance, allows companies to add activities within the relevant licensing segment.

JAFZA also permits activity additions. Its published guidance explains that activities sit within groups and that companies need to check whether a proposed activity belongs to an existing group. Certain additions can require environmental, health and safety or third-party approval.

DMCC uses its own structure. Its current schedule states that activity amendments or additions are available, with additional charges applying in certain cases when activity numbers exceed specified limits.

So, adding three consultancy services may be relatively straightforward if they fit the same licensing framework. Adding consultancy, industrial manufacturing and a tightly regulated financial activity could be a very different matter.

Do not assume that paying for another activity automatically makes every combination possible.

JAFZA currently lists an activity-amendment processing time of three working days, with charges depending on the licence and timing of the amendment.

Dubai Development Authority lists an estimated two working days for its Add Activity service.
