UAE Advertiser Permit 2026: Requirements, Fees and How to Apply

In the UAE, posting a sponsored Instagram Reel, promoting a restaurant on TikTok, or creating a paid YouTube review now comes with a regulatory requirement that creators must take seriously.

If you publish advertising or promotional content for other businesses through social media or other digital platforms, you may need a UAE Advertiser Permit.

The rules cover more than traditional influencers. Freelancers, content creators, bloggers, public figures and other individuals who publish advertising content can fall within the permit system. Payment is not the deciding factor either. Promotional content may require a permit even when you are not paid cash.

The permit was originally introduced by the UAE Media Council in 2025. Media regulatory responsibilities are now handled by the National Media Authority (NMA), which provides the current Advertiser Permit service.

Key Takeaways

  • The UAE Advertiser Permit applies to individuals publishing advertising or promotional content through digital platforms.

  • It covers advertising carried out for payment or free of charge.

  • UAE citizens and residents generally need an appropriate commercial licence before applying.

  • The permit is valid for one year for citizens and residents and can be renewed.

  • The NMA currently lists the permit as free for the first three years, followed by a service fee of AED 1,000.

  • Visitors use a separate Visitor Advertiser Permit, currently priced at AED 500.

  • Individuals promoting only their own products, services or a company they own through their personal account are exempt under the published rules.

  • Permit holders must display their permit number and use accounts registered against the permit.

What Is the UAE Advertiser Permit?

The UAE Advertiser Permit is an individual media permit that allows a person to publish advertising and media content through social media accounts, websites and other digital platforms.

According to the National Media Authority's current Advertiser Permit service, it applies whether the content is provided for compensation or free of charge.

This distinction matters.

For example, imagine a Dubai restaurant invites a creator for a free dinner in return for an Instagram Reel promoting the restaurant. No money changes hands. The content may still be considered advertising.

The permit is therefore better understood as a digital advertising compliance requirement rather than something that applies only to influencers earning cash from sponsored posts.

Who Needs a UAE Advertiser Permit?

You should check your permit requirements if you regularly create promotional content for other businesses through:

  • Instagram

  • TikTok

  • YouTube

  • Snapchat

  • Facebook

  • Websites

  • Blogs

  • Other digital platforms

It can apply to influencers, freelance creators, reviewers, celebrities and other individuals publishing advertising material for third parties.

The official Advertiser Permit guidance states that citizens and residents must have a trade licence that allows them to carry out the relevant electronic media activity before obtaining the permit.

This means your Advertiser Permit does not replace your business or freelance licence.

If you plan to earn income independently from content creation, you should first check whether a freelance, professional, media or other commercial activity fits your work.

You can read Nexture's guide on the difference between a freelance visa and freelance licence in Dubai if you are planning to work independently.

Who Is Exempt?

The rules provide two important exemptions.

People promoting their own business

You do not need an Advertiser Permit simply because you advertise your own product or service through your personal account.

The exemption covers individuals promoting:

  • Their own products

  • Their own services

  • Products or services belonging to a company they own

This is different from promoting somebody else's company.

If you own a fitness studio and post about your own classes, for example, the Advertiser Permit exemption may apply. If another fitness brand pays you to promote its products, the situation changes.

Certain people under 18

Individuals under 18 carrying out educational, sports, cultural or awareness-related activities may also be exempt where the activity complies with applicable age-classification requirements.

The standard eligibility age is otherwise 18, subject to exceptions granted by the authority.

UAE Advertiser Permit Requirements

For citizens and residents, the current NMA service page lists these core documents:

  • Digital ID

  • Passport

  • Personal photograph

  • Commercial licence

Your commercial licence should cover the activity you actually perform.

For example, somebody operating independently as a content creator should avoid assuming that an unrelated trading licence automatically covers advertising work.

If you are still choosing a licence, Nexture's Commercial License UAE guide explains how commercial activities and licence structures work.

Creators considering a media-focused free zone can also review SHAMS Free Zone company setup, which includes media, marketing and content-related activities.

Other Eligibility Conditions

Documents alone are not enough.

The NMA also requires applicants to satisfy conduct and compliance conditions. These include:

  • Having good conduct

  • No disqualifying felony or dishonesty-related conviction unless legally rehabilitated

  • Compliance with UAE media content standards

  • Completion of required regulatory training or awareness programmes

  • No previously cancelled permit

  • No outstanding financial obligations to the authority

The NMA Media Content Standards apply to advertising as well as other media content. Among other requirements, advertising should respect UAE culture, identity and values and creators must avoid false or misleading material.

UAE Advertiser Permit Fees in 2026

Here is the current published fee structure:

Applicant

Permit Validity

Current Fee

UAE citizen

1 year, renewable

Free for first 3 years

UAE resident

1 year, renewable

Free for first 3 years

Citizen/resident after free period

Renewable

AED 1,000 service fee

Visitor

3 months

AED 500

The NMA lists three working days as the standard service delivery time for both the resident/citizen service and visitor service.

Remember that these figures cover the Advertiser Permit itself. Your commercial or freelance licence has separate costs.

Business licence costs vary depending on your activity, jurisdiction, visa requirements and whether you choose the mainland or a free zone. Our Dubai mainland vs free zone guide explains the main differences.

Visitor Advertiser Permit

International creators flying into Dubai or another emirate for sponsored campaigns cannot simply rely on their overseas business registration.

The UAE has a separate Visitor Advertiser Permit.

Applications must be submitted through a licensed advertising or talent management agency operating in the UAE. The visitor must generally be at least 18 and meet the required conduct conditions.

The permit lasts three months and may be extended, but the total temporary permit period cannot exceed six months. The current NMA Visitor Advertiser Permit service lists the fee as AED 500.

This is particularly relevant for overseas influencers coming to the UAE for hotel campaigns, events, product launches and brand collaborations.

How to Apply for the UAE Advertiser Permit

The application itself is fairly straightforward once your commercial licence is ready.

  1. Confirm your business activity

Check that your existing commercial or freelance licence covers the activity you perform.

If your work revolves around advertising, marketing, or digital content, choosing the correct activity at the setup stage can save you from having to change the licence later.

A media-focused jurisdiction such as Meydan may also provide relevant business activities. See Nexture's Meydan Free Zone setup guide for an overview.

  2. Access the NMA electronic services portal

Go to the National Media Authority's electronic services section and select the service for individuals who provide advertising or media content on social media and other digital platforms.

  3. Complete your information

Enter the required personal and licence information and add the digital platforms or accounts connected with your advertising activity.

  4. Upload your documents

Prepare your digital ID, passport, photograph and commercial licence.

Incomplete or inconsistent details can delay review.

  5. Complete required training

The NMA's conditions include completion of regulatory training or awareness programmes organised by the authority where applicable.

  6. Submit the application

    Submit the completed application electronically.

The NMA then reviews the request and records its approval or rejection.

  7. Complete payment where applicable

Citizens and residents currently benefit from the three-year fee-free period. Applicants outside the exemption period pay the applicable service fee.

The standard published processing time is three working days.

Rules After You Receive the Permit

Getting approved is only the first part of compliance.

Permit holders must:

  • Display their permit number clearly on social media accounts and platforms.

  • Publish advertisements only through accounts registered against the permit.

  • Avoid allowing another person or company to advertise through their registered account.

  • Confirm that the business or advertiser they work with is legitimate.

  • Obtain any additional regulatory approval required for a particular advertisement.

  • Follow UAE media content standards.

The NMA maintains the UAE's wider media laws, executive regulations and penalty framework through its Media Legislation and Regulations portal.

For creators, one practical habit helps: keep a record of every commercial collaboration, the client, the account used, approvals obtained and the content published.

Advertiser Permit vs Commercial Licence

These two requirements should not be confused.

A commercial or freelance licence gives you the legal business activity needed to operate and earn income.

The Advertiser Permit regulates the advertising or media content you publish as an individual.

In many cases, a UAE resident creator needs both.

Getting the permit while holding the wrong commercial activity does not fix the underlying licensing issue.

Conclusion

Digital advertising in the UAE is becoming more structured. If your income comes from brand campaigns, sponsored content or other promotional work, checking your commercial activity and Advertiser Permit status should now be part of your basic compliance process.

Start with your business licence. Make sure the activity matches what you actually do. Then apply for the appropriate NMA permit and register the accounts you use for advertising.
