The UAE Blue Visa has moved well beyond its initial announcement. What started as a new residency category for environmental leaders now has detailed eligibility requirements, application routes and benefits published by the Federal Authority for Identity, Citizenship, Customs and Port Security, known as ICP.

The Blue Visa, officially called the Blue Residency, gives qualifying environmental and sustainability professionals a renewable 10-year UAE residence permit without requiring a local sponsor.

It is aimed at people whose work has produced a meaningful environmental contribution. That could include a climate researcher with recognised publications, an entrepreneur building an environmental project, an inventor with a relevant patent or an experienced specialist working for a recognised environmental organisation.

What Is the UAE Blue Visa?

The UAE Blue Visa is a long-term residence programme introduced in 2024 for people who have made exceptional contributions to environmental protection and sustainability inside or outside the UAE.

The UAE Cabinet originally described eligible work as including marine and terrestrial environmental protection, air quality, sustainability technologies, the circular economy and related areas.

The first phase was launched during the World Governments Summit in February 2025, when 20 sustainability leaders and innovators were selected. The programme has since developed into a formal ICP residency route with published category requirements.

Who Is Eligible for the UAE Blue Visa?

ICP now separates Blue Residency applicants into several categories. Your supporting evidence needs to match the category under which you apply.

  1. Environmental and Sustainability Influencers

    This route can cover recognised individuals who have played a significant role in environmental or sustainability work.

    Depending on the applicant's circumstances, supporting evidence may include:

    • Membership in recognised environmental organisations or associations

    • Evidence of participation in environmental initiatives

    • Recommendation letters

    • Certificates of recognition or international environmental awards

    • Documents proving the organisation or project is properly recognised

    • Evidence of financial support provided to environmental projects

    For relevant financial-support cases, ICP lists support of at least AED 1 million, together with evidence showing the projects supported and how the funding was used.

  2. Scientists and Researchers

    Researchers need a much stronger academic file than simply holding an environmental qualification.

    ICP lists requirements that include:

    • Nomination from the Emirates Scientists Council

    • A master's degree or PhD in an environmental or energy-related specialisation

    • Qualifications from globally ranked universities

    • Recognised scientific performance indicators, such as FWCI or h-index

    • Scopus reports or evidence of significant research achievements

    Published research, citations and recognised scientific contributions can therefore become a major part of the application.

  3. Investors and Entrepreneurs

    There is also a Blue Residency route for people investing in qualifying environmental projects.

    ICP currently lists requirements including:

    • Investment in environmental projects with measurable value

    • Capital of at least AED 2 million

    • Full ownership of the qualifying capital

    • Registration of the project within the SME category

    • Annual revenue of at least AED 1 million

    • Approval from the relevant competent authority

    This means buying any UAE business or investing AED 2 million somewhere in the country will not automatically qualify you. The investment needs to fit the environmental purpose of the Blue Residency programme.

  4. Inventors and Innovators

    An environmental inventor may qualify where the applicant can provide:

    • A patent in an environmental field

    • Evidence showing the invention's added value

    • A recommendation from the relevant competent authority

    A patent on its own may therefore be insufficient. Your application should explain what the invention does and how it contributes to environmental or sustainability objectives.

  5. Specialists in Environmental Organisations

    Senior and specialist professionals working in environmental institutions also have a route.

    ICP lists conditions including:

    • Nomination by a competent authority

    • Employment in a leadership or specialist role

    • At least a bachelor's degree

    • A nomination letter from the employer

    Again, simply working for a company with an ESG or sustainability department does not guarantee eligibility. The role and your contribution need to fit the published category.

What Are the Benefits of the UAE Blue Visa?

The latest ICP guidance gives Blue Residency holders several important long-term benefits.

10-Year Renewable Residency

The permit is issued for 10 years and can be renewed when the holder continues meeting the applicable requirements.

You also do not need a UAE sponsor to maintain the main residency.

Family Residency

Blue Residency holders can obtain renewable 10-year residence permits for:

  • Spouse

  • Children regardless of age

  • Parents

ICP also states that eligible dependants may remain in the UAE for the validity of their residence if the main Blue Residency holder dies.

The programme allows holders to bring eligible domestic workers under the applicable rules.

Six-Month Multiple-Entry Visa

If you need to enter the UAE to finish Blue Residency procedures, ICP provides a six-month multiple-entry visa.

The permit may be extended once for an equivalent period under the current rules.

Golden Residency Conversion

ICP also states that eligible Golden Residency holders may convert to Blue Residency if they meet the Blue Residency conditions.

The quality of your supporting evidence matters. A CV saying you worked on sustainability projects carries less weight than documented projects, official recommendations, research records, patents, awards or verified financial contributions.

How to Apply for the UAE Blue Visa

  1. Identify Your Correct Category

    Start with the official criteria.

    Decide whether your strongest route is as an environmental influencer, researcher, investor, inventor or specialist professional.

    Do not choose a category simply because it appears easier.

  2. Prepare Evidence of Your Environmental Contribution

    Collect documents that prove the work you are claiming.

    A researcher might prepare publications, citation reports and qualifications. An entrepreneur may need financial statements, company records and project approvals. An inventor should prepare the patent and evidence explaining its environmental value.

  3. Apply Through ICP

    Applications may be submitted directly or through nomination by a competent UAE authority.

    Complete the online form carefully and upload the documents requested for your category.

    ICP's service card currently lists passport, photograph and Blue Residency supporting evidence among the basic documents.

  5. Complete UAE Residence Formalities

    Once your eligibility and application are approved, complete any remaining residence requirements, including medical fitness, health insurance and Emirates ID procedures where applicable.

    Applicants outside the UAE may first use the official six-month Blue Residency procedure visa.

How Much Does the UAE Blue Visa Cost?

Different government services and residence stages carry separate charges.

Your environmental work does not prevent you from qualifying for another visa. Someone may meet both Golden and Blue Residency requirements, while another person may fit the Green Residency rules more clearly.

Common Mistakes to Avoid

The biggest mistake is assuming that working in sustainability automatically qualifies you. It does not. Your application should show a clear match between your achievements and the published Blue Residency category.

Also avoid vague recommendation letters, incomplete financial evidence and unsupported claims about environmental impact. If you are applying as a researcher, prepare the academic metrics ICP asks for. If you are applying through investment, make sure the capital, revenue and project documents are consistent.

Check your passport validity and health insurance before submitting too. Small administrative issues can slow down an otherwise strong application.
