How to Start a Tourism Company in Abu Dhabi: Licence, Activities and Costs

Abu Dhabi's tourism market has grown well beyond hotels and traditional sightseeing. Tour operators now serve cultural tourism, desert experiences, business travel, events, cruises, luxury travel and customised visitor programmes.

The numbers explain the interest. Abu Dhabi recorded 26.6 million visitors in 2025, including 5.9 million hotel guests. Hotel revenue reached AED 9.1 billion, up 19.5% year on year. The emirate's Tourism Strategy 2030 is targeting 39.3 million annual visitors and an AED 90 billion contribution to GDP by 2030.

For an entrepreneur, that creates room for new tourism businesses. It does not mean you can obtain a basic commercial licence and start selling tours immediately.

A tourism company setup in Abu Dhabi normally involves the Abu Dhabi Department of Economic Development, or ADDED, and the Department of Culture and Tourism Abu Dhabi, commonly called DCT Abu Dhabi. Your exact approval route depends on what you plan to sell. Here is what you need to know before applying.

Who Regulates Tourism Companies in Abu Dhabi?

ADDED handles economic licensing through the Abu Dhabi Business Centre and TAMM. DCT Abu Dhabi regulates tourism-sector activities.

DCT's licensing system covers activities such as tour operators, travel agents, excursion boats, tourism restaurants and hotel-related businesses. Applications, renewals and amendments are connected to Abu Dhabi's economic licensing system.

This distinction matters. "Tourism company" is a broad term. Your actual licence must match the services you intend to provide.

Which Tourism Activities Can You Licence?

DCT Abu Dhabi specifically identifies tour operator and travel agent licences among its regulated tourism activities. Its service catalogue also uses the categories "Tourism Agency" and "Travel Agency."

Your business model may include arranging tours, travel bookings, visitor experiences or other approved services depending on the activity listed on your licence.

If you plan to operate desert adventures, passenger transport, excursion boats or another specialised activity, additional conditions can apply.

Do not pick a broad-sounding activity simply because it looks flexible. Explain your actual operating model when applying. For example, a company that sells packages using third-party transport has different requirements from one that owns buses and operates its own tours. Getting the activity right at the start can save you from paying for licence amendments later.

Can a Foreigner Own a Tourism Company in Abu Dhabi?

Foreign investors can generally own UAE companies fully under the current Commercial Companies framework, although activity-specific or strategic-sector restrictions can still apply.

The Ministry of Economy confirms that investors of different nationalities can own the legal forms covered by the Commercial Companies Law, including limited liability companies.

An LLC is therefore a common structure for an operating tourism business with staff, contracts and a physical office.

If you will own the company while living outside the UAE, Nexture's guide on starting a UAE business as a non-resident covers some of the practical ownership and residency points.

Office Requirements for a Tourism Company in Abu Dhabi

Do not sign a small virtual-office package before checking the tourism conditions. DCT's public service catalogue states that tourism offices generally require a minimum area of 35 square metres, except for specified activities such as excursion boats, tourism restaurants and floating restaurants. It also refers to a tenancy contract certified by the relevant municipal authority.

ADDED separately states that business premises should meet the requirements applicable to the activity and that businesses requiring premises need an appropriate rental agreement.

This means your rent is part of the real setup budget. A cheap licence quote that excludes a compliant office does not show the full cost of launching the company.

Vehicle Requirements for Tour Operators

Tour operators may face another significant cost: vehicles.

The DCT service catalogue states that tour-operation activities require two cars and one bus, with the vehicles no more than five years old from their manufacturing date. Desert-adventure activities are listed with a requirement for two SUVs, also no more than five years old.

That requirement can change the financial plan completely. If you operate passenger buses yourself, transport compliance also enters the picture. Abu Dhabi Mobility's Asateel system handles commercial passenger bus operation, vehicle and driver permits. Registered commercial vehicles also require approved tracking equipment before relevant permits can be issued.

Do Tourist Guides Need Their Own Licence?

Yes. Hiring someone who speaks several languages does not automatically make that person an authorised Abu Dhabi tourist guide.

DCT operates a Tourist Guide Training and Licensing Programme. Applicants must complete training and assessments before receiving the guide licence. DCT states that the licence is valid for two years and allows successful applicants to provide guiding services and contract with tourism and destination-management establishments.

If your company plans to offer guided city tours, museum tours or cultural itineraries, include properly licensed guides in the operating plan.

Documents You May Need

Requirements depend on your activity and legal structure, but DCT's current public service catalogue refers to documents such as shareholder identification, the ADDED trade-name reservation, tenancy documents, authorised-signatory details, Abu Dhabi Chamber documentation and documents relating to the general manager.

For some tourism applications, DCT also lists the manager's CV, passport, Emirates ID, academic qualifications and tourism-industry experience certificates. Safety certificates, insurance documents and other approvals can apply to particular activities.

Treat the TAMM application checklist shown for your selected activity as the final working checklist. Public service catalogues sometimes contain conditions covering several different tourism business types on the same page.

How to Start a Tourism Company in Abu Dhabi

A practical setup sequence looks like this:

  1. Define your tourism activity. Decide exactly what you will sell, such as tour operation, travel agency services or another regulated activity.

  2. Choose the legal structure. An LLC is common for operating companies, although the correct structure depends on ownership and business plans.

  3. Reserve your trade name. Register an acceptable business name through ADDED.

  4. Apply for initial economic approval. Your tourism activity will trigger the relevant DCT requirements.

  5. Secure compliant premises. Confirm the required office size first, then complete the tenancy arrangements.

  6. Submit the DCT documents. Provide company, shareholder, manager, premises and activity-specific documents.

  7. Complete inspections or outside approvals. DCT's licensing process can include an inspection before final issuance. Additional authorities may become involved depending on the activity.

  8. Pay the applicable government fees and receive the licence.

  9. Complete operational registrations. This may include visas, corporate tax registration, VAT where applicable, banking, guide licensing and transport permits.

  10. Start operating only within the approved activities. Adding new services later may require an amendment or another permit.

How Much Does a Tourism Company Licence Cost in Abu Dhabi?

This is where you should be careful with online figures.

DCT's public service catalogue currently displays a fee of AED 2,500 for a Tourism Agency and AED 5,000 for a Travel Agency. It also lists separate fees for other tourism activities.

However, DCT announced in January 2022 that annual tourism business licensing charges would be capped at AED 1,000, with the revised structure covering fees payable to several Abu Dhabi government entities.

These two official public sources do not present the fees in the same way. For that reason, I would not quote AED 1,000, AED 2,500 or AED 5,000 as the guaranteed total cost of establishing a tourism company in 2026.

A realistic budget also needs to account for the office lease, tenancy registration, signage and fit-out, visas and Emirates IDs, insurance, professional or document fees and any vehicles required for your activity. A vehicle-based tour operator can therefore cost far more to launch than a business mainly arranging services through approved third parties.

How Long Does Tourism Company Setup Take?

DCT's catalogue lists a one-working-day processing period for issuing certain tourism licences once the completed requirements are in place. Some tourism renewal services are listed at two working days.

That should not be read as a one-day company setup. Trade-name registration, leasing an office, obtaining outside approvals, preparing manager documents, inspection and completing transport requirements can extend the overall timeline.

The easiest way to avoid delays is to confirm every activity requirement before leasing premises or purchasing vehicles.

Corporate Tax and VAT for Tourism Companies

A mainland tourism company falls within the UAE corporate tax system.

The standard corporate tax framework applies 0% to taxable income up to AED 375,000 and 9% to taxable income above AED 375,000.

For a practical explanation of registration and filing, see Nexture's UAE Corporate Tax guide.

VAT also deserves early attention. The Federal Tax Authority states that UAE-resident businesses must generally register once taxable supplies and imports exceed AED 375,000 over the previous 12 months or are expected to cross that amount in the next 30 days. Voluntary registration is available above AED 187,500 where the conditions are met.

You will also need a business bank account for customer receipts, supplier payments and normal operations. Nexture's UAE business bank account requirements guide explains what banks usually request from newly formed companies.

Is Starting a Tourism Company in Abu Dhabi Worth Considering?

Abu Dhabi is actively expanding its tourism economy. Visitor numbers are rising, international connectivity is growing and the emirate is investing in cultural attractions, events and business tourism. This does not mean every travel business will work.

Your strongest starting point is a clear niche. You might focus on premium private tours, MICE support, cultural itineraries, corporate travel, desert experiences or services for a particular source market. India, Russia and the UK were among Abu Dhabi's important international visitor markets in 2025.

Work out how customers will find you, who will deliver each part of the trip and which activities your licence must actually cover. Do that before submitting the application.

Conclusion

Starting a tourism company in Abu Dhabi involves more than obtaining a trade licence. You need the right ADDED economic activity, DCT approval and premises that meet the tourism requirements. Some businesses also need vehicles, licensed guides, insurance and commercial transport permits.

Start by defining exactly what your company will sell. Then check that activity through TAMM and DCT before paying for an office or fleet.

Costs vary sharply according to the activity. Government licensing fees may represent only a small part of the first-year budget once rent, staffing, visas, insurance and transport are included.

With Abu Dhabi targeting 39.3 million annual visitors by 2030, the market is expanding. A company that enters with the right licence, realistic operating budget and clear customer segment will be in a much better position to build a sustainable tourism business.
