Dubai has built one of the region's largest clusters of crypto, blockchain and Web3 businesses, and a large part of that activity sits inside the DMCC Crypto Centre.
The centre is based in Uptown Tower within DMCC and gives founders access to specialised business activities, co-working space, networking, accelerators and the wider Dubai digital asset ecosystem. DMCC reported in September 2026 that its Crypto Centre had grown to more than 750 member companies.
Setting up there still requires you to make one important distinction before paying any fees. A DMCC company licence does not automatically give you permission to run every type of crypto business. If your company provides regulated virtual asset services, you may also need approval and a licence from Dubai's Virtual Assets Regulatory Authority, or VARA.
This guide explains where that line sits, what the current costs look like and how the company setup process works.
What Is the DMCC Crypto Centre?
The DMCC Crypto Centre is a specialised business ecosystem for companies working in crypto, blockchain, Web3 and related technologies.
It operates within Dubai Multi Commodities Centre, one of Dubai's established free zones. Companies can retain 100% foreign ownership and access DMCC's commercial infrastructure while operating under business activities designed for the digital asset sector.
Current and previously published Crypto Centre activities include:
Virtual Assets Proprietary Trading
Investment in Web3 Projects
Crypto Mining Facility Operator
Distributed Ledger Technology Services
Development of Blockchain Software and Applications
Web3 Consultancy Services
Web3 Marketing Agency
Web3 Data and Analytics Services
Metaverse Service Provider
Web3 Accelerator
DMCC's Crypto Centre terms also classify proprietary crypto mining and virtual asset proprietary trading as standalone activities under the package rules.

DMCC Crypto Licence vs VARA Licence
This is where crypto founders need to be careful. DMCC handles your company incorporation and commercial licence. VARA regulates specified virtual asset services carried out in or from Dubai, except within the DIFC.
VARA currently identifies eight regulated virtual asset activities:
VARA-regulated activity | Separate VARA licence required? |
Advisory Services | Yes |
Broker-Dealer Services | Yes |
Custody Services | Yes |
Exchange Services | Yes |
Lending and Borrowing Services | Yes |
VA Management and Investment Services | Yes |
Transfer and Settlement Services | Yes |
Category 1 VA Issuance | Yes |
A company providing blockchain development or certain Web3 technology services may therefore follow a different regulatory route from a crypto exchange holding customer assets.
VARA states that a business cannot conduct a regulated virtual asset activity in Dubai before receiving the relevant licence.
For a detailed explanation of these regulated categories, see Nexture's VARA licence and crypto business guide.
What About Proprietary Crypto Trading?
Trading your company's own assets is different from operating an exchange, brokerage or investment service for customers.
VARA's current regulations require an entity investing its own portfolio to register with VARA if its virtual asset investment activity reaches USD 250 million or more during any rolling 30-day period. Businesses below that level may voluntarily register. This registration does not authorise the company to provide regulated services to clients.
So you should define exactly whose assets you will trade before selecting the activity.
How Much Does a DMCC Crypto Centre Licence Cost?
DMCC's current Schedule of Charges lists the one-year DMCC Crypto Centre Package at AED 31,000.
Under the published package terms, the AED 31,000 first-year fee includes:
Application fee
Company registration
Articles of Association preparation
Establishment card
Company licence
One Crypto Centre co-working desk
Access to Crypto Centre ecosystem benefits
The published package terms state that VAT and Knowledge and Innovation Dirham charges are included.
DMCC also advertises a 50% discount on the second year's licence renewal fee under the Crypto Centre package.
Remember that AED 31,000 should not be treated as the total cost of a VARA-regulated crypto business.
VARA Licence Costs
VARA charges its own regulatory fees.
Activity | Application fee | Annual supervision fee |
Advisory Services | AED 40,000 | AED 80,000 |
Transfer & Settlement | AED 40,000 | AED 80,000 |
Broker-Dealer | AED 100,000 | AED 200,000 |
Custody | AED 100,000 | AED 200,000 |
Exchange | AED 100,000 | AED 200,000 |
Lending & Borrowing | AED 100,000 | AED 200,000 |
Management & Investment | AED 100,000 | AED 200,000 |
Category 1 VA Issuance | AED 100,000 | AED 200,000 |
These fees are separate from your DMCC incorporation costs. Additional regulated activities can also attract licence extension fees.
For example, an Advisory Services applicant could face AED 120,000 in VARA application and first-year supervision charges before considering DMCC fees, staffing, compliance systems and professional costs.
Capital Requirements Can Change the Budget
- A regulated VASP also needs to meet VARA's capital rules.
- Advisory Services currently has a paid-up capital requirement of AED 100,000.
Other activities have higher thresholds. An Exchange Services business that does not use an approved external custody arrangement, for example, must maintain the higher of AED 1.5 million or 25% of its fixed annual overheads.
Custody Services requires the higher of AED 600,000 or 25% of fixed annual overheads. Broker-dealers, investment managers, lenders and transfer providers have their own requirements. This is one reason you should map the regulatory activity before incorporating the company.
Documents Required for DMCC Crypto Centre Setup
For a straightforward individual shareholder application, prepare:
Passport copies of shareholders
UAE visa and Emirates ID, if applicable
Proof of residential address
Proposed company names
Crypto Centre activity questionnaire
Details of the intended business model
Shareholder and UBO information
Corporate shareholders may also need a certificate of incorporation, constitutional documents, board resolution and parent-company ownership documents.
DMCC can request additional information depending on the ownership structure and selected activity. Its current Crypto Centre guidance specifically lists the questionnaire, partner passports, residential address evidence and parent-company documents where applicable.
VARA-regulated businesses face a much larger documentation exercise covering governance, key personnel, source of funds, financial projections, paid-up capital, compliance systems, technology, insurance and other operational controls.
How to Set Up a Company in the DMCC Crypto Centre
- Define Your Business Model
Start with what the company will actually do. There is a major regulatory difference between developing blockchain software, trading your company's own crypto portfolio and operating a platform that executes trades for customers.
Getting this wrong can force you to amend the licence later.
- Select the Correct DMCC Activity
Complete the Crypto Centre questionnaire and match your revenue model with the appropriate activity.
Check whether the activity falls inside VARA's regulatory perimeter before moving further.
- Apply for DMCC Pre-Approval
Submit the company application, shareholder information and supporting documents through DMCC's digital system.
DMCC says its general company formation process is largely digital. The Crypto Centre currently states that obtaining a crypto licence can take approximately four weeks, although external approvals can extend the process.
- Complete VARA's Initial Stage if Required
For a regulated activity, the VARA process starts with an Initial Disclosure Questionnaire submitted through the relevant Dubai free zone. VARA then reviews the business model, owners and senior management.
Applicants normally pay 50% of the VARA licence application fee at this stage. If successful, VARA issues an Approval to Incorporate.
An Approval to Incorporate lets you establish the entity and prepare operations. It does not allow you to start providing regulated virtual asset services.
- Complete Incorporation and Workspace Requirements
Pay the required DMCC charges and sign the incorporation documents.
The Crypto Centre package includes a co-working desk. A larger operation can move to a serviced or private office.
DMCC's current published Business Centre rates include flexi-desks at AED 16,000 to AED 19,000 and serviced offices at AED 35,000 to AED 140,000 where these are required separately from your package.
- Complete VARA Licensing
A regulated VASP must then satisfy VARA's full licensing requirements before operating. This can include governance arrangements, risk policies, AML procedures, technology controls, financial resources and senior personnel.
VARA also requires licensed VASPs to appoint two sufficiently senior Responsible Individuals who are full-time employees and either UAE residents or UAE passport holders.
- Arrange Visas and Banking
Once the company documents and establishment card are available, you can proceed with eligible investor and employee residence visas.
Banking often requires additional preparation for crypto businesses. Expect banks to review your source of funds, counterparties, expected transaction volumes, business model and regulatory status.
Nexture's guide to UAE business bank account requirements explains the documents banks typically request.
We’ll model the requirements and send back a single-page breakdown within 24 hours.
Corporate Tax and VAT
A DMCC company sits within the UAE corporate tax system. A Qualifying Free Zone Person can receive a 0% corporate tax rate on qualifying income when it satisfies the relevant legal conditions. Other taxable income can be subject to 9%.
The free zone licence itself does not guarantee that all company profits receive the 0% rate.
You can review Nexture's UAE corporate tax guide before deciding how to structure revenue between group entities and customers.
VAT treatment is also activity-specific. Current UAE rules exempt certain transfers and conversions of virtual assets from VAT, but associated services may receive different treatment.
Is the DMCC Crypto Centre Suitable for Your Business?
DMCC can make sense if you want a Dubai-based company within an established Web3 cluster and expect to build a real operating presence.
The bigger question is your activity. A blockchain software startup can have a very different cost and compliance profile from an exchange or custodian. Do that classification work first. It is far cheaper than restructuring the company after incorporation.
Conclusion
The DMCC Crypto Centre gives crypto, blockchain and Web3 companies a specialised route into Dubai, with a current first-year package listed at AED 31,000 and access to a dedicated co-working and industry ecosystem.
The figure needs context. If your company develops blockchain technology, provides certain Web3 services or conducts another non-VASP activity, the DMCC setup may make up most of your licensing cost.
If you operate an exchange, brokerage, custody service, advisory business or another regulated virtual asset service, you need to budget for VARA as a separate regulatory layer. That can add substantial application fees, annual supervision charges, capital requirements and compliance costs.
Map the activity first. Once that is clear, the company structure, budget and approval path become much easier to plan.
Frequently Asked Questions
How much does a DMCC Crypto Centre licence cost?
DMCC currently lists its one-year Crypto Centre Package at AED 31,000. The package includes company setup and a co-working desk, subject to its terms. VARA fees are additional where the activity is regulated.
Do I need a VARA licence to open a DMCC crypto company?
It depends on the business activity. VARA licensing is required for regulated services such as exchange, brokerage, custody, lending, virtual asset advisory and investment management. Certain technology and Web3 activities may follow a different route.
Can I trade cryptocurrency through a DMCC company?
DMCC offers a Virtual Assets Proprietary Trading activity for trading the company's own portfolio. This should not be confused with operating an exchange or trading for customers. Large proprietary traders can also become subject to VARA registration requirements.
How long does DMCC Crypto Centre company formation take?
DMCC currently states that obtaining a crypto licence takes approximately four weeks. A business requiring full VARA authorisation should expect a longer process because the regulatory review is separate and more detailed.
Does a DMCC crypto company pay 0% corporate tax?
Not automatically. A DMCC company may qualify for the UAE's 0% free-zone corporate tax rate on qualifying income if it meets all Qualifying Free Zone Person conditions. Non-qualifying taxable income may be taxed at 9%.
