This route may suit established writers, filmmakers, photographers, designers, artists, musicians, architects and other creative professionals.
You normally need an accreditation or nomination from the Ministry of Culture, Dubai Culture and Arts Authority or another competent body. For a distinguished practitioner, authorities may assess:
At least five years of professional creative experience
Work published or distributed during the previous three years
Recognition from media outlets, critics or specialist organisations
Contracts or collaborations with established organisations

A large following does not automatically prove eligibility. A content creator should submit original work, professional recognition, commercial projects and evidence of contribution to the field.

Freelancers in artificial intelligence, software, cybersecurity, data science and other priority fields may have a route under exceptional or specialised talent.
The authority can ask for a recommendation from the relevant UAE body, an accredited degree, proof of experience and evidence of significant work. Some specialised professional routes require a UAE employment contract. This can make the route difficult for someone paid only through overseas invoices.
High income does not automatically replace an endorsement or employment document. Confirm the exact subcategory before applying.
- Entrepreneur Route
A freelancer who has developed a genuine startup or technology-based project may qualify as an entrepreneur.
The ICP Golden Residency programme lists an auditor’s letter confirming a project value of at least AED 500,000 and a letter from an accredited incubator or competent authority confirming the project is innovative or future-oriented.
The Ministry of Economy entrepreneur criteria also describe alternative tests. These include ownership or partnership in an approved SME generating at least AED 1 million annually, approval to establish a proposed activity or the sale of a previous entrepreneurial project for at least AED 7 million.
These routes apply to founders. A basic freelance permit without a qualifying project is not enough.

The AED 360,000 figure belongs to the official ICP Green Residency rules. It is not a general Golden Visa income requirement. The Green Residence also requires a freelance or self-employment permit and an eligible academic qualification.

- Select the Right Category
Start with your strongest evidence. Recognised creative work points towards the cultural route. A scalable innovative project may fit entrepreneurship. Technical credentials may support specialised talent.
Choosing the wrong route can lead to rejection or repeated document requests.
- Obtain the Required Nomination
Most talent applications need approval from a competent UAE authority before immigration issues the residence permit.
Creative professionals may seek a recommendation through the Ministry of Culture or a local cultural authority. Dubai applicants can then proceed through GDRFA or an Amer centre. A nomination supports the file, but it does not guarantee final approval.
- Prepare a Focused Evidence File
Keep names, dates and project titles consistent across your CV, contracts and portfolio. Add certified translations where requested.
A practical file can include a two-page CV, a five to ten-page portfolio, a table of achievements and separate supporting documents.
- Submit Through ICP or GDRFA
Applications outside Dubai are generally handled through ICP Smart Services. Dubai applications are handled through GDRFA Dubai or Amer centres. GDRFA also accepts online applications through its smart-services system.

- Complete Entry or Status Procedures
An applicant outside the UAE may use the six-month multiple-entry visa created for completing Golden Residency procedures. ICP lists AED 100 as the application fee, AED 1,000 as the issuance fee and AED 100 as the smart-services fee.
Applicants inside the UAE may need a status change or cancellation of the existing residence. Do not cancel your current visa before receiving formal instructions.
- Complete Medical, Biometrics and Emirates ID
After approval, complete the medical fitness test, insurance requirements and Emirates ID steps. Once the residence is issued, eligible applicants can begin family sponsorship. Golden Residency holders can sponsor their spouse and children under the applicable conditions.
Golden Visa Cost and Processing Time
There is no single fixed total.
GDRFA Dubai’s exceptional-talent service card lists an AED 1,100 residence permit fee plus knowledge, innovation, inside-country and delivery charges. It also states that issuance fees rise for residence periods longer than two years. The final total may include nomination charges, medical testing, Emirates ID, insurance, status change, translation, attestation and typing fees.
GDRFA lists an expected completion time of five days for a complete exceptional-talent residence application. Nomination and extra-document checks can take longer, so five days should not be treated as the full timeline.
